The D#sus4 chord is built from three notes: D# (the root), G# (the perfect 4th), and A# (the perfect 5th). It is a D# major triad with the 3rd suspended — the F-double-sharp is replaced by the G# a half step above it — so it sounds tense and unresolved rather than clearly major.
